Exalt not excellence and people will not contend.
Prize not possessions and people will not steal.
Display not the desirable and people will not be disturbed.
Thus the Sage rules
By emptying hearts and filling stomachs;
Weakening ambitions and toughening sinews.
When people are without cunning and craving,
The crafty cannot interfere.
He rules through non-action, and order prevails.
